Rubicon Mortgage Fund, LLC is a licensed California finance lender that consists of a diversified pool of loans collateralized by commercial and other types of investment real estate. Rubicon specializes in short-term secured loans and direct, hard money commercial lending. We primarily focus our lending in the San Francisco Bay Area. Rubicon Office Team
Douglas C. Watson, Principal
Doug has been active in the real estate industry since 1990, working in commercial development with Spieker Properties, brokerage with CB Commercial Real Estate, and for Stewart Title Insurance in the National Title Unit. These positions included experience in sales, leasing, project management, and financing. Doug is a licensed real estate salesperson. In 2006, Doug founded his private mortgage banking company, Rubicon Capital Partners, Inc. Doug previously worked for two other private commercial mortgage banking firms, successfully raising investor funds and underwriting loan transactions. He continues those same responsibilities today at Rubicon Mortgage Fund, LLC. Doug belongs to several local real estate associations including: The Bay Area Mortgage Association (BAMA), The Belden Club, Mortgage Bankers Association (MBA), California Mortgage Association (CMA), the California Mortgage Banker Association (CMBA), Turnaround Management Association (TMA), and the International Council of Shopping Centers (ICSC). Doug graduated from UC Davis with a BA in Communication. Doug currently resides in Lafayette, California with his wife, Jenny, and their three sons.
Vance Hillstrom, Principal
Since 2005 Vance has been a part of private mortgage banking working primarily in the capacity of underwriting debt transactions and raising investor funds. Vance is currently one of the two managing partners of Rubicon Mortgage Fund, LLC where he concentrates most of his time underwriting loans and structuring debt transactions. Prior to private mortgage banking, Vance was an independent trader trading 30-year bond futures on the Chicago Board of Trade and thereafter worked as the Lead Market Maker for Microsoft at the Pacific Options Exchange. Vance graduated from DePauw University with a degree in Economics; he currently resides in Orinda, CA with his wife and three children. Vance has his California Department of Real Estate Broker License.
Cheryl Duncan, Operations Manager
Cheryl has over 23 years in real estate related industries and over 3 years in financial service industries. Cheryl worked for North American Title in positions that included Accounting, Escrow Officer, Manager of National Title Services, and Division Manager. She also has operations experience with a real property auction company and a commercial property management company. Cheryl graduated from Cal State University – Sacramento with a BS in Business with a Finance concentration. As the Operations Manager for Rubicon Mortgage Fund, LLC, Cheryl is responsible for the coordination of the loan transactions as well as assisting the Principals, Doug Watson and Vance Hillstrom. Cheryl currently resides in Pleasant Hill.
Meghan Simms, Accounting, Investor Relations and Loan Servicing
Meghan is in charge of accounts payable and accounts receivable as well as loan servicing for Rubicon. Since graduating from Cal State East Bay in 2010 her primary focus has been in accounting. Meghan has her BS in Business Administration with options in Accounting and Info Tech Management. She currently resides with her husband in Concord, California.
Chris Boral, Marketing Specialist and Operations Assistant
With over 20 years of experience in Sales and Marketing, Chris’ role at Rubicon is split between Marketing and Loan Processing. A graduate of San Diego State University, she has a B.A. in English with an emphasis in expository writing. She lives in Walnut Creek with her family.

Jeremy Salamera, Managing Director and Senior Loan Officer
Jeremy has been active in small business lending and the real estate industry since 2003, having worked at commercial banks such as Wells Fargo and Union Bank. Most recently, Jeremy was originating SBA 504 loans with CA Statewide CDC, a Community Development Corp based in Davis, CA specializing in owner user commercial real estate purchases. As the senior lending officer with Rubicon Realty Advisors Inc., Jeremy focuses on acquiring and underwriting SBA and conventional loan transactions. Jeremy is a licensed real estate salesperson. He graduated from University of Oregon with a BS in Economics. Jeremy resides in Danville with his wife and their three daughters. BRE# 2055118
Cesar Peña, Loan Officer and Internet Sales Specialist
As a graduate from Cal State East Bay in 2015 Cesar emphasized both Finance and Real Estate Management in receiving his B.S. in Business Administration. He joined Rubicon Mortgage Fund “RMF” in 2013 in the Marketing Department. Cesar is currently a licensed Loan Officer and Internet Sales Specialist for RMF. His focus is on assisting real estate investors including foreign nationals in obtaining short term financing for commercial and residential properties in the state of California. Cesar is a member of Bay Area Mortgage Association (BAMA), Northern California Chapter 1 (CCIM), The Belden Club, 680 Exchange, NAHREP Bay Area, and Investment Marketing Forum. Gwendolyn Helms, Senior Loan Officer
Offering over 27 years of financing commercial real estate and development loans, Gwen is focused on helping her clients make informed financing decisions. She has worked extensively in the banking industry for institutions including Wells Fargo, Affinity Bank Imperial Bank and Thrift & Loan. With her expertise in creative loan structuring, underwriting, problem solving and negotiations, Gwen brings talent and skill to the Rubicon team. Originally from Belmont, CA, Gwen studied at California State University where she received her Bachelor of Science degree in Business Administration with a concentration in Real Estate and Land Use. Residing in Roseville, CA, Gwen is growing Rubicon’s business in the Sacramento region as well as all over California.
Max Khorasani, Senior Loan Officer
Max Khorasani has been active in the real estate industry since 2002. As a senior lending officer with Rubicon Realty Advisors Inc., residential and commercial private lending is his primarily focus. A graduate of University of California, Santa Barbara, Max is a licensed NMLS loan officer and a licensed real estate salesperson. Max resides in Danville
Casey Hopkins, Marketing Representative
Casey Hopkins has been active in the real estate industry since 2008 having worked as a Commercial Real Estate Appraiser, and most recently as a Business Development Officer for an environmental due diligence company. Casey joined Rubicon Mortgage Fund in the spring of 2017 and is currently focusing on expanding awareness of Rubicon and its services to Commercial Real Estate Companies throughout the state of California. Casey graduated from California State University, Chico with a degree in Business Administration with an emphasis on Finance. Recently married, she and her husband reside in Pleasant Hill, CA.
